These keyed alike 3 padlocks are protected with plastic and they are all stainless steel ideal for salt water areas and highways that have corrosive salt chemical on them. Even the shank shaft is stainless steel!. These are expensive and that is why they are offered as an option for people that drive in winter weather with harsh road or salt water conditions.  One lock will have spring loaded anti rattle lock mechanism  for the cross bar. The other two locks are used to fasten the vinyl coated cables  your kayak downward tightly in the stainless guards to protect them from loss while travelling.
